Purpose of consultancy: 
This position is located within the Finance Branch, responsible for providing support in the preparation for automation in Oracle Quantum of the new IPSAS Accounting standards. The incumbent of this position will also support functions of the Data Management Unit and work in close collaboration with other units of the Finance Branch (Statutory Reporting, Revenue and Donor Reporting and the Global Monitoring and Advisory Team) as well as the Information Technology Solutions Office as a key partner. 

This consultancy will provide support to Accounts Function from (1 July – 31 December 2025) performing critical tasks in Quantum (Oracle) ERP system.
    

Deliverables:
Under supervision of Chief, Accounts and Financial Management the incumbent will be expected to perform the following activities and functions:

Business Process Efficiency
●    Working with the Chief of Accounts, the Statutory Reporting Unit and business owners, ensure the ERP is adapted for any new International Public Sector Accounting Standards (IPSAS) standards updates.
●    Support the maintenance and updates of financial master data in the ERP system.
●    Ensure accuracy and completeness of reporting trees as needed.

Leases Accounting Standard:
●    Conduct a comprehensive review and assessment of UNFPA’s lease agreements, including classification of leases, calculation of right-of-use assets and lease liabilities, and determination of appropriate transition adjustments, in alignment with guidance from the Chief of Accounts and Financial Management.
●    Contribute to the configuration and design of the Quantum ERP system and related dashboards/reports to support the implementation of IPSAS 43.
●    Develop data collection tools, including templates and online forms, and establish processes and internal controls for effective data collation and analysis.
●    Collaborate with the IT team, Facilities and Services Branch, and the Asset Management Team to capture system requirements for an ERP-based IPSAS 43 solution.
●    Coordinate with IT and FASB to support the testing of new system functionalities, mass data uploads, data quality initiatives, and internal control reviews, as needed.
●    Develop and deliver training and knowledge transfer sessions on the ERP Leases module and related financial processes. This includes the preparation of training materials, standard operating procedures (SOPs), and guidance notes.

Expected Deliverables:
●    Lease data accurately recorded in the ERP system.
●    Determination and documentation of transition adjustments and related financial statement disclosures.

Revenue and Expenses Accounting Standard:
●    Work closely with subject matter experts to support the implementation of new revenue and expense accounting standards. Responsibilities include data analysis, business process mapping, and providing recommendations for system changes and implementation strategies.
●    Assist in designing Quantum ERP system configurations to accommodate the new standards.
●    Support the development of a comprehensive implementation plan, including timelines and system configuration options.
●    Review the Donor Agreement Tracking Module (DARTs) and assess its potential integration as part of the standard implementation process.
●    Prepare and deliver training materials, SOPs, and guidance documentation to facilitate knowledge transfer and ensure smooth adoption of the new standards.

Expected Deliverables:
●    Completion of corporate guidance and user manuals for the new IPSAS standards, including ERP-specific instructions.
●    Development and delivery of training programs related to the updated accounting standards.

Perform other services as assigned by the Chief, Accounts and Financial Management.

Required Expertise and Qualifications:

Education:
●    Master’s Degree (or equivalent) in Finance/Accounting, or a Professional accounting qualification from an internationally recognized institute of accountancy, Chartered Accountant, or Certified Public Accountant is required.
●    A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Knowledge and Experience:
●    A minimum of 7 years of hands-on experience in financial accounting is required.
●    Lease accounting experience is desirable.
●    Experience with creation and posting of complex journal entries and period-end adjustments is required.
●    Experience in using Microsoft Excel, including formulas, pivot tables, and data analysis tools is required.
●    Previous experience with Peoplesoft or Oracle financials is a huge advantage.

Functional competencies
●    Strong analytical and drafting skills 
●    Strong knowledge of UN system Financial Regulations and Rules 
●    Strong interpersonal skills
●    Working knowledge of IPSAS and IFRS principles
●    Skills in the analysis, design, and optimization of financial systems and accounting processes
●    Solid understanding of asset management accounting, including capitalization and depreciation processes

Languages:
Fluency in English language is required, 

Expected travel:

No travel is expected

Supervisory arrangements:

Consultant will work under overall supervision of Chief, Accounts and Financial Management.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Consultant will be regularly reporting on the progress of ongoing activities to the Chief, AFM

Duration and working schedule:

Full-time basis between 1 Jul 2025 – 31 December 2025.

Place where services are to be delivered:

UNFPA HQ New York or remotely from a different location.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

If the candidate is based in the tri-state area, work will be delivered in person two days a week at the UNFPA HQ premises, and three days a week working remotely, performing tasks outlined in the Scope of Work section.

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

UNFPA will provide office space, when work is delivered at the HQ premises, and equipment necessary to perform the activities outlined in the Scope of work.

Other relevant information or special conditions, if any:

Should the work be delivered remotely, the consultant should have a reliable internet connection and the equipment necessary to perform the activities outlined in the Scope of work.
